Human Rights Watch advises Philippines procedure on prisons

Human Rights Watch is urging the Philippines to reduce the number of inmates in its jails amid concern of a "serious outbreak" of the coronavirus in the world's most overcrowded prisons.
The group said the number of prisoners stood at 215,000 as of November 2019, in a system with the capacity for 40,000 inmates.
It called off the authorities to release those detained or convicted for low-level and non-violent offenses.
